Evaluation is a method to determine the merit and worth of a program. Often this can be misleading and people say “I don’t think that’s for me — I don’t have a program.” That’s why I use program and initiative interchangeably. Think of new training modules, marketing campaigns, expansion of service/product offerings, and social interventions. From that lens, every organization has programs.
All that said, evaluation has many different components, which vary in appropriateness for an initiative — all based where an initiative is at in its life cycle.
